Plug in your ELM, start up Forscan, hit the "Enable Foglights" button, boom, done. You now have foglights that use the factory wiring and light up the indicator on the dash with absolutely no rewiring. Dealership confirmed that there was no option to "Enable Foglights" - thanks for your great insight. Dealership lied straight to your face, friend.
